Abstract
Recognizing a need to provide a consistent approach for the design, construction, inspection and maintenance of the 255
dams that Parks Canada Agency owns and operates in every province in Canada (with the exception of Prince Edward
Island) a decision was made to develop a dam safety directive tailored to meet the needs of the PCA. In developing the
directive, a review of dam safety best practices across Canada and around the globe was undertaken to produce a standard
that would recognize these practices and account for specific existing provincial dam safety requirements. The resulting
PCA standard contains many unique aspects including de-coupling of the direct relationship between classification and the
dam safety parameter selection process and the specific recognition of lock structures within the directive.
This paper describes the development of the PCA dam safety directive.
